How do we resolve RFC6920 content addresses to their HTTP(S) counterparts?

Intertwingler MVP

Overhaul the resolver so that it has pluggable transformations between durable identifiers and routable addresses.

There are plenty of other durable URI schemes besides `urn:uuid:` and `ni:` (such as `ark:` or `doi:`).

We want Intertwingler to have a unified interface to opaque blob storage, whether a given blob is intended to be persisted or not.
